Somerset County Council has a bee in its bonnet. Actually it is more like a giant hornet. The council is still deeply embarrassed about the original Skanska report which revealed dismal management of a contract by the Highways Department.
The inefficiency could have (and may well have) led to multiple overpayments of public money. We will never know for sure because the accounting of the council was so shoddy. The man in charge was determined to keep the report secret. He ordered the report to be suppressed and then produced a sanitised version. But person or persons unknown leaked the document.
Anyway, such was the internal angst that members of the Audit Committee were reluctantly given copies of the supressed report too – on pain of death if they ever revealed a word. I am not joking.

Miscreants can expect all manner of punishment. Thumb-screws, racks, and boiling oil are already being prepared at County Hall to obtain the name of the whistle-blower. The ghost of Judge Jefferys lives on!
